Unscrew the bolt at the top of the handlebar tube by no more than 10mm. Tap it back down.
This will release the spreader at the bottom of the tube so that the tube can be lifted up.
The tube has a groove which should hold a metal ball to stop the handlebars being raised too high. If the ball is missing don't raise them higher than in the 1st picture. The 2nd picture shows the length of the tube.
To raise the saddle slacken the seat tube clamp and sissy bar lugs bolts.
Raise the saddle to a convenient height - NOT TOO HIGH - remember - THIS IS NOT AN ADULTS' BIKE. The sissy bars extend about 26cm below the seat lugs - make sure there is enough left in the frame for safety.
Tighten the seat tube clamp.
Slacken the clamp bolts and slide the clamps down to the top of the springs.
Tighten the clamps and the nuts holding the saddle to the sissy bar lugs.
